Cockpit 245 - enable or disable Performance Co-Pilot

Cockpit is the modern Linux administration interface. Here are the release notes for Cockpit 245 and cockpit-podman version 31:

- The Values page header has a new "Value Settings" button. This allows you to enable or disable the Performance Co-Pilot (PCP) collector.

- Display the SHA256 and SHA1 Tang fingerprints. Newer versions of tang-show-keysvor use SHA256 to calculate key fingerprints, so Cockpit now displays both versions to allow key verification for both new and old versions.

- No more cockpit-cache tarball. The Cockpit project no longer distributes cockpit-cache tarball as part of its launches. This tarball previously contained the exact state of node_modules / directory at launch time and was provided for reproducibility and possible GPL compliance reasons (because the main version tarball contains a large amount of generated code).
